Councillor Overton acts as Councillor Lee Carter's alternate on The Marches LEP Board. Richard is Deputy Leader and Cabinet Member for Housing, Enforcement and Transport at Telford & Wrekin Council.

About Cllr Richard Overton

Richard was elected as Deputy Leader of the Council in May 2011, his initial Cabinet responsibilities encompassed Borough Town Development & Policy; this was extended to include Health in readiness for the transfer of Public Health, and in May 2013 the Portfolio title was changed to Cabinet Member for Public Health and Public Protection. In 2015, Housing and Planning were added to Richards already busy Portfolio. Richard has always had an interest in housing and homelessness. Since 2016 Richard has continued to hold portfolios going through transition and change with Leisure, Customer Services, Neighbourhood Services which brought in our first food waste recycling scheme and Enforcement which has taken on civil parking enforcement.

Richard has had a varied career history from funeral directing, Office Manager to a Member of Parliament to his current role as Community Centre Manager for a local charity in Telford. Richard has served as a Parish Councillor on St Georges & Priorslee Parish Council since 1994 and has been Chair of the Parish Council since 2015. Richard served on Oakengates Town Council from 1997-2000 and is currently also serving on Donnington & Muxton Parish Council. Richard was first elected to Telford & Wrekin Council in May 2003 representing St Georges Ward.

Richard is a voluntary football manager for Sinclair United and has coached at various age levels, including adults, and is currently the new under 7’s manager. Richard is also Chair of the football club. Richard has a level 2 FA coaching qualification and an FA level 1 goalkeeping qualification and is a member of the FA licensed Coaching Club. Richard has also been a School governor at St Georges Primary School and Scout Leader for St Georges & Priorslee Scouts (St Peters).

The Marches LEP board includes the leaders of the three local authorities of Herefordshire, Shropshire and Telford & Wrekin as well as the chairs of the regions Business Boards.

The Marches Local Enterprise Partnership has now ceased trading and transferred all its functions to Shropshire Council working with Telford & Wrekin Council and Herefordshire Council, in line with the UK Government's plans for devolution.

The Marches LEP was established in 2011 and hands over an impressive legacy from its 13-year life. In that time the LEP invested over £196m in projects across the Marches, securing in excess of £100m of match funding and supported more than 66,000 business interactions.

The schemes supported have made tangible differences to local communities, increasing skills, creating jobs and improving the physical appearance of many towns.

We would like to thank all the LEP Board Members who have given their time freely over the life of the LEP, as well as all the staff who worked for the LEP over the years. We also want to thank our delivery partners, local education providers and local, regional and national stakeholders who helped us achieve so much.

The Marches Growth Hub will continue to support businesses and will be managed by Shropshire Council, supported by Telford and Wrekin and Herefordshire Councils. Each of the three Local Authorities will also continue to provide direct business support locally.
